The Grade II listed building, located at 1a Piccadilly Place at the junction with Hanover Street, dates back to around 1796.
The proposal from Saraj Property Limited is looking to convert part of the ground floor from a pub to a commercial unit and a one-bedroom flat, while transforming the first-floor three-bedroom apartment into a four-bedroom house in multiple occupation (HMO) for up to eight people.
The application argues that the building is no longer viable as a pub due to its condition, lack of facilities such as outdoor space and a commercial kitchen, as well as competition from nearby establishments, and absence of trade history.
It highlights the proposed retention of 85.5 square metres of commercial space to maintain a vibrant street presence.
The HMO plans meet local guidelines, with no over-concentration of similar properties in the area, and secure storage for six bicycles will be provided.
Although no parking facilities are available, the site is described as being in a highly sustainable location.
The council is accepting comments on the application, reference 24/04619/FUL, until 30th January, with a decision expected in February.
